I can't seem to find any good sources on what might or might not be classified as DLC for ESO when it goes B2P in March.

I'm happy it's going B2P because there were a few things keeping me from paying the monthly subscription (namely the ranged combat element), but my biggest concern is that they might end up doing what SWTOR did and lock a whole bunch of base game elements if you're not a premium member or you're not paying out the arse in the cash shop.
SWTOR F2P: Limited PvP, no guilds, limited inventory space, limited crafting, can't use items above "Rare" value, 60% experience gain, etc...

If it's legitimate DLC such as new zones, raids, etc... then obviously that's not a huge issue and is to be expected. I don't see them going the same way SWTOR did, but it's a concern nonetheless.

Does anyone have any idea what might be DLC or if there are any sources on the subject?

    You will have all content up to 1.6, all you can do now in game you can do after its go b2p, but what will be with new content after 1.6 we dont know...

    What I been hearings stuff like the Imperial city would be consider DLC or maybe the new zone what was it Orsinium ? With how small they are though hopefuly they'll be like 5$ or 10$ that way even if you don't have ESO+ any one can have them cause sure they have to have some sort of income now but I personaly believe that they won't charge to much for DLC seeing how they'll be coming out with more and more ..... I hope it's like that and not what WoW does and make those stupid expansion pack that cost like 40$ just to add kung-fu panda to the game.
