It was never meant to be a 12 month reward. It's the best clarification I could get on who is considered to be here "from the beginning".
Makes it pretty clear, if you're continuously subbed from launch to Tamriel Unlimited's release you get the special reward. If your sub lapsed at some point you're SoL. Makes sense, they shouldn't be directing resources to sorting out people's sob stories about why their sub lapsed for a bit.
