Stuck on Bleakrock Isle

The NPC that is at the dock isn't there, I've been stuck here since this morning, tried everything and cannot get off the island because the NPC ain't there. The marker is there but he/she isn't...

It won't fix the quest sequence to get off of Bleakrock, but you should be able to use the wayshrine to get off the island.

Hey there @scrollsonlinerwb17_ESO,

We have since shifted how characters escape from Coldharbour, and you are first placed in Davon's Watch as opposed to Bleakrock Isle. If you are experiencing an issue with leaving Bleakrock Isle, you will be able to use the Wayshrine to reach Davon's Watch again.

If you're still unable to leave, let us know and we'll be happy to continue assisting.

The way shire doesn't allow you to get off bleak rock isle either ...there is only the bleak shire map...so no npc to get on the boat..nowhere to go from the wayshire...just stick on bleakrock

Same with me. Stuck on Bleakrock due to no NPC and Wayshrine doesn't help.

[At the Wayshrine[/b]Zoom all the way out (LT) to see all the wayshrines you have active. Happy hunting!

I might be stating the obvious but when you use a wayshrine it will bring up the map zoomed in to the specific wayshrine. If you have only descovered one wayshrine on that zoomed-in part of the map then it will seem like you have nowhere to travel to. You need to zoom out on the map to see other wayshrines in tamriel as options to travel to.

Edit: Also logging off and back on again can fix disappearing npcs on the PC version.
