Can you clarify your answer if it will still be available for people who activated their accounts prior to 6/30/14?

Via a special offer, anyone who purchases and activates the PC/Mac version of The Elder Scrolls Online by 6/30/14 (11:59pm UTC) will have the opportunity to transfer their character(s) to either console version when they are released.
The "Opportunity" is as they define it. Probably some obscure message on the launcher for a day or two when the launcher wasn't working right. Did you scour the fine print on their website on a daily basis? No? Oh... that's too bad. ;-/
@ZOS_GinaBruno I have a question that pertains to the transfer. In ESO live it was mentioned it is actually a one time COPY not transfer. So in my head...
I get my charactered transferred to console. It is level 23 for example. I also need to purchase the console game.
I play my character on console for awhile and get it to level 36.
I can head back to my PC and continue my character from level 23 (as this is only a one time copy).
Is this correct? I'm just trying to see if I can have my character on both and play on whatever I want. I was also trying to explain I completely understand they are not 'synced' in any way.

You guys should really rethink this because of the delays in the console launch.
A little good will would go a long way right now, I mean how does the transfer hurt and possibly more console subs available.
edit - My bad I forgot no more subs, ok more cash shop purchases. lol
