Will Veteran levels disappear before the release of the B2P model on March 17!

We already know that Tamriel Unlimited is supposed to release with everything promised in 1.6.
I just hope VR levels are gone by then (if they are still planning on removing them). I can only image the backlash that will come if this new B2P model releases, all these people come back and rush to VR14, then get told, hey VR is going away next patch.
From the looks of it, my speculation....1.6 hits live March 17 in time for PC "re-release", then 1.7 (removing VR, adding Imperial City and Justice PVP hits PTS mid April (beta test for console) and goes live June 9th.
So 2 questions for ZOS:
1. Will 1.7 and the removal of VR be released before March 17th? Please cut the head off the snake before another major problem is started!
4. Or can we now look forward to updates only coming every 3-4 months?
Example:
- 1.5 release in Nov, 1.6 release in Mar = 4 months
- 1.6 release in March, 1.7 release in June = 3 months
