ESO pass people that subbed should have some perks like no que time to enter the game or cyrodill, they have to do things to make the sub feel like it is worth while to have and that could be part of the package, along with several other things.

There is a very slim chance the Imperial City will make it into the game just before or on the day the game moves to B2P in March. If 1.6 sits on the PTS for 3 weeks like a typical PTS release, there is enough time to squeeze in more new "free" content like the IC to coincide with the March 17 switchover.
Another reason to think it might be in the game on March 17 is that the IC was not included in the DLC preview portion of yesterday's special ESO Live show. Considering how the content was supposedly almost finished at the time of the guild summit back at the start of October, its omission from the show yesterday is peculiar. Plus, many players would claim that the IC is an integral part of Tamriel (due to Oblivion) which should not be locked behind a pay wall.
While I think the chances are high that the IC will be one of the first DLC packs offered, a case could be made as to why it will be free for all.
Here are a couple of other things to consider related to the IC. We have been told previously by ZOS that in order to enter the IC, your faction must control all of their home keeps or the district entrance platforms/shrines. If the IC is a paid DLC, there will be some very angry players if they buy it and they cannot access it immediately due to the previous conditions. Yes, those entrance conditions could be changed or removed, but at what expense to the larger PVP game and experience?
Also, it was stated during yesterday's show that all new zones will scale to the player's level. Exactly how do you do that in a PVP zone? This will probably be another situation where the rules are changed for PVP if the IC is a paid DLC.
Making the IC a literal free for all zone removes all of these complications.
