✭✭✭✭✭It was stated before, that the justice system will be part of the basic package, so if Imperial City is not release with the justice system it will be DLC.5 -

✭✭✭✭✭Considering how important it is to the PvP scene, I am hoping it will be one of the non-DLC "regular updates" that everyone gets for free. I would not like to have to "buy" the Imperial City after all we have heard about it. (Conversely, I do not mind having to buy Wrothgar, Murkmire et al)
