With The Influx Of New Players, How Will Cyrodiil Be Handled?

Just curious of what changes/plans there are to fix the lag and other issues in Cyrodiil. Once all these new F2P players rush onto the server, Cryodiil will explode or the queue's to get in will be hours long. It is already a lag feast and unplayable with today's minimal player base.
What are the plans to fix Cyrodiil? Is Imperial City still going to be implemented or is that just another "untruth"?
Also, you may want to post the FAQ for Tamriel Unlimited at the top of this forum. It may cut down on some of the threads (also post it in the the "official news" forum would make sense too).

The lag will never be fixed if you try to cram everyone in one campaign. While I am sure they could do things to help optimize it better, there is a reason there are multiple campaigns, and its not just because you can play more than one faction. Try playing on a non-Thornblade campaign. The lag is almost nothing.1 -

Reasons:
People will move to Xbox, PS4
Casuals dont feel the need to logon all the time if they are not paying...
People who by they box will need to level first
The bugs from 1.6 will break the game for weeks.2 -

Players wouldn't need to level their toon(s) if they choose to import them from the PC/Mac to the PS4/XBox1.
My question is, if you import your toon(s) from PC/Mac to console, are they erased from the PC/Mac version?

This is my fear as well. Ugg, can you imagine it? Yuck. There are tons of other options for that kind of PvP.
