Planned for a while probably. Things like the crown store don't get put together overnight. Likely started planning this months ago, and 1.6 is a part of it, as is the console launch this summer.

Youre talking Buy 2 Play. Buy 2 Play is where you buy the game, and then play for free between DLC releases. DLC releases must be purchased to partake in.
Pay 2 Play is the current model. You pay monthly to have access to the servers. Extra purchases are no required to access any new content.
It's going Pay to Play like Guild Wars, not F2P

Good old hybrid sub. Bang on what NA can handle when it comes to B2P. It is a flat out F2P model unless they prove there is no content gating without the sub.
What restrictions are being placed on the game and players now that subscriptions are no longer required to play?
None. The Elder Scrolls Online: Tamriel Unlimited is the full version of the game, with all previous updates and content additions, including the new Champion and Justice systems.
