What really bothers me about NPC collision is that when you're fighting mobs they get to ignore it and move right inside you where you suddenly can't target them. So irritating when I'm fighting a mob, and it just casually walks right inside me and is occupying the exact same space as me... So suddenly I can't attack it

The game was terrible w/o NPC collision. And if you think it SHOULD include other players, then take a good close look at how many people there are standing around in a lower level major city bank and then imagine trying to move in there.

I have played multiple mmo's for years and never had this issue. I can't imagine it would have been an issue now.
When my friend tried this game in beta (before collision) he actually got frustrated at the no collision aspect of the game as he came from Tera. With how he is use to playing a melee class (strifing enemies and such) the non collision sometimes made it that he went to far into the enemy and his attacks wouldn't register then.

How is this different from now where NPC Mobs can walk into my character and get inside him, ignoring collision during battle and making themselves untargetable? They can ignore collision detection but players can not!

Although that's a good point, that isn't why ZoS put in NPC collision. Paul Sage talked about it a long time ago in some video, it's for added realism. Not just that reason but I've had huge issues with that in world of warcraft. Not being able to turn in quests because a big fat tauren was blocking the NPC. In the latest xpack they actually addressed this by putting invisible circles around certain NPC's in which you can't enter.
Collision detection is on NPC's though because in beta the rage was unreal! Everyone was crying that they didn't have collision detection so that added it.
