You don't get nothing, you get eidetic memory, which lets you review every single book and piece of paper you ever read in-game. It might not be something for people who want those skill point right away, but certainly helps completitionists.
Other than that, you will get enough skill points with silver/gold, pvp, and dungeons to fill the gap. My main character has all professions, I don't feel those 2 skill points, I chose to save Valaste, and I haven't regretted it for one second.

You get eidetic memory regardless.
However, if you did not get the skillbook, you can do the questline on an alt and then transfer the book to your main character.
Hey,
during the quest "Mad God's Bargain" you can decide getting the book "Folium Discognitum" or saving Valaste.
If you DON'T save her you can read the book and you will get 2 Skillpoints.
If you save her (imo the "good" decission if you think about moral and stuff like this) you will get nothing.
2 Skillpoints for decide not to save someone. There is not written that your "good" choice will cost you 2 Skillpoints.
Where is my mistake? Or it this really the reallity??

I wont be a worse player without this 2 points. But what would you say if you get 1% damage from such a choice? It is not really necessary, but a typical MMO player want to have this to optimize his character.

So if you want to play more builds, you can just roll more characters.
I have over 290 points, too. But if you have many setups you could need more.
