Critical Hits are Critical Hits. If they crit hit you higher than your Impenetrable rating, then you can get knocked down. Not all heavy attacks Crit so you can probably block some of them by just holding up your shield.
Now, another thing you can do is give them a timed bash (interrupt). Do so on the back swing and you can stop the Heavy Attack and stun the opponent. If they are already bringing the weapon forward, its probably too late. But as soon as I see the yellow sparkles, I try to bash if I can, or dodge roll away.
Were you weapon swapping? I noticed that this seems to cancel block. I am sure it never used to.

I agree.block bug as it sounds - blocking on your client side while the server never got that information
Block (as long as a there is no lag) is indeed a 100% shield against all CC knockdown effects that players have. Only bosses have unblockable knockdown.Holding up Block is not a magic shield against all damage or effects in the game
I have also found blocking to be hit and miss.
Perhaps something either broke in the latest patch or reverted. OR it may now work as intended..as in: Charging cannot be blocked anymore. Clanfears, wasp, welwa brutes, these I used to be able to block the charge ( silly kyti, still in the red) and daze the beasts. Now I am flattened.
So, charging= not blockable or bashable.
Bosses= immune
Immovable/ potions= don't work on charges.
