I suggest adding arrows to ESO.When crafting Arrows, they always craft in sets of 100. So getting and having arrows isn't an issue, the ability to run out is never really an option.
Why craft Arrows? For depth, and for options. Crafted arrows will have 3 aspects to them.
1. The shaft, which determines if the arrow is short, medium, or long range. Using an arrow at it's correct range gives a boost to its damage, while using it at an incorrect range gives a penalty to its damage.
2. Fletching. The fletching determines the actual damage of the arrow. Certain fletchings might carry with it greater damage, but also may hurt it's range. So you might be able to craft a very long range arrow, but with a big penalty to its damage or vise versa.
3. The arrowhead determines what type of damage. You can have poison arrowheads, barbed heads, armor piercing heads. Etc. Each set of 100 will always be the same.
A special quick slot will be required for holding the type of arrows that you are using. Furthermore, changing arrows has a X seconds delay PRIOR to the arrows changing AND a X second delay before you can attempt change again. This makes it harder to just swap arrows willy nilly and always use the right one for the right situation. You will be forced to plan your ammunition.

Another great idea that ZoS will very likely NOT implment and here is why. Super casuals. Super casuals have been infecting great MMO's since WoW and they are here to stay unfortunately, it is why we have quest arrows over every...single...minute...quest...objective... even rats, the reason why we can just harvest impenetrable rock with a pick axe that appears out of thin air, it is why every person in ESO knows magically (like Neo from Matrix) how to smelt, refine, and hone.
Once an MMORPG goes casual it never goes back. ESO is a strange monster I will grant in that it seems like it wants to be real and solid but is extremely afraid of the super casual. Since ESO started off with so many casual "give me now" features I have little hopes of it ever going to a more immersive route.
Bow users could find themselves in a fight with no weapon to use. You can probably get by with no potions or soul gems or food, but not your weapon.
