Adds (x) weapon damage vs Increases Weapon Damage by x%

I know the "adds x weapon damage" bonuses from set pieces stack.

I'm curious to know what the x% bonuses from skills is applied to. For example Rally and Flawless Dawnbreaker give percentage bonuses, is this a percentage of base weapon damage?

It would seem to good to be true for it to apply after all the numerical set bonuses apply.

Do Rally and Flawless Dawnbreaker stack or do we only recieve the higher bonus?

    The percentage is based on your base weapon damage.

    So if the base weapon damage is 190, the bonus for Dawnbreaker is 24.7 , and the 26 from Hundings Rage applies afterwards for 240.7 (subject, for now, to softcaps).

    Flawless Dawnbreaker increases the damage you see in tooltip, it doesn't increase Weapon Damage stat (that way it would also affect restoration staff skills, which it does not). If I buff Surge for example, Flawless Dawnbreaker increases the buffed damage value.

    To answer your question: yes. Rally, like Surge, increases Weapon Damage stat (subject to softcap), and Dawnbreaker is then applied to the damage value calculated from Weapon Damage.

    So Dawnbreaker is applied to the value 'weapon damage' after it's been increased by set bonuses and rally (or another skill). Using the previous example, 190 weapon damage + 26 Hundings + 21.6 Rally + 30.9 Dawnbreaker for an effective (subject to softcap, so 230ish ) 268.5.

    No it's applied to weapon ability damage (I'm not sure whether to light/heavy attacks, too).

    For example my Blockade of Frost (which scales with Max Magicka and Weapon Damage) tooltip says it ticks for 115 damage. When I slot Flawless Dawnbreaker, it adds 13% to that - making it 129. My Weapon Damage shown on Character sheet stays the same.

    With Critical Surge up (without Dawnbreaker slotted), my Blockade of Frost tooltip shows 134 damage per tick. And with Dawnbreaker slotted it's 151, which is ~ 113% of 134 (rounded down).
