Instead of a passive what about a toggle skill?
Beauty and Beast
When untoggled vampire focuses energy into casting an illusion ward. 10% reduction to magica and grants a 25% reduction to fire damage, and makes you appear human to npc and Player Characters.
When toggled you give into your Vampiric condition transforming into a Vampiric abomination (think skyrims vampire lord but smaller) Granting a 15% bonus weapon damage and Spell damage and 25% increased damage of Vampiric abilities. In this form you receive 100% damage increase to fire abilities (instead of 50% from vampirism)
Morphs could be:
Creature of the night: magica reduction/more dangerous at night (20% increase to damage and 30% for Vampiric abilities)
Undead Grace: both forms increase movement speed by 10%

Darkness should boost the regen rate of all of our attributes by quite a lot with a movement speed bonus as well.
Animate Corpse: raise same level or lower corpse to fight for you for (x) seconds
Summon Gargoyle: obviously not as powerful as the ones we see in PVE unless it's an ultimate
Vampiric Seduction: Charms NPC to allow feeding w/o agro. If this one has a long timer before it can be reused, it should be usable on a guard as well to allow escape.
Vampiric Drain: Something a little less powerful than the current drain, but reusable.
Alternative feeding: Bottled blood, there was a quest somewhere in Velenwood where some vampires out in the swamp were drinking human blood from hoarvers rather than biting the humans.
Feeding in general: I'd love it if there were certain situations where feeding was possible, but not a very good idea: biting a sick or undead person, allow a craftable potion that has mild ill effects upon the one who drinks it but causes a big debuff to vampires if they bite the person who drank it. Make biting a daedra buff certain things. Bite an Ogrim and get a short buff to health regeneration, bite a Deadroth and get a bonus to fire resist, bite a humanoid daedra and get a bonus to stamina and magicka regeneration.
Some of these are a little out there, but I can dream.
