I mean I figure as long as I'm paying for them legally and am not doing anything against the rules with them, having two accounts just for the sake of having more character slots or whatever wouldn't really be an issue, but I'm curious.

You would have to have a second license key to associate with the account in order to activate the account. In January 2015, the interest at the time was the removal of the 180-day subscription option and speculation that the game was going Free to Play.

I have two accounts that are subbed, and then yet a third one that I started, but have not subbed or bought any DLC for it ... yetTenesi Faryon of Telvanni - Dunmer Sorceress who deliberately sought sacrifice into Cold Harbor to rescue her beloved.
Hisa Ni Caemaire - Altmer Sorceress, member of the Order Draconis and Adept of the House of Dibella.

He also irritated the Prophet who had intended the portal for only Mol and Lyris.***Order Draconis - well c'mon there has to be some explanation for all those dragon tattoos.
House of Dibella - If you have ever seen or read "Memoirs of a Geisha" that's just the beginning...
Nibenay Valley Chapterhouse - Where now stands only desolate ground and a dolmen there once was a thriving community supporting one of the major chapterhouses of the Order Draconis0 -

To answer the question: Multiple accounts are permitted by any player so long as they are solely owned and used by that player.
