I can understand why having a maintained spell active without it being on your bar would be an exploit (partly why I won't explain how to do it), but animation cancelling is not an exploit and has been acknowledged as such by zos.

What about skills like crushing shock who's cast time reads "instant"?

I've been using snipe since beta. I refused to use silver shards when it was bugged. now using focused aim. Neither lag the server.... so qq more.

Animation cancelling is an example of Emergent Gameplay. ZOS has stated that they like the way it makes the game feel, and they have no intention of changing it.
This is not considered an exploit in the online gaming sense. For those of you new to online gaming, the name exploit reserved for those flaws considered cheating, not the traditional broader definition of all unintended software "features"/flaws.
