Earning Champion Points shouldn't be limited to Veteran Rank characters.

Even folks with 70 CPs on the PTS are having a hard time just managing resources. It's probably going to be a nightmare for folks just hitting 50. I think all levels should be able to work towards champion points even if that means only earning 2 or 3 on their way up to level 50.

Technically you earn 0.6 champion points per level, you just can't use them til level 50.

The way I see it, c-points are post-mainstory stuff, as such it makes sense to have them post level 50 in every regard... first your character quests through the story, kicking ass and nomming sweetrolls, levelling up during that, then finish the big bad endboss and the newly crowned "champion of nirn" goes off to collect all those shiny new champoin points... or make an alt, rinse, repeat, as each player decides.

That's not quite how it works.

Once you hit level 50, all XP you gain on that character counts towards gaining champion points. You are NOT gaining enlightenment while doing this. Only way to gain enlightenment is NOT gaining XP towards champion points, either by being offline, idling on your level 50 character, or by playing a low level alt (which cannot earn champion points, and thus makes your account collect enlightenment)

I think that instead of having enlightenment as a prop to keep you gaining XP on your cap level character, you should be able to gain XP towards champion points while on your lower level characters

You kind-of do gain champion points while playing a low level alts, in a roundabout way - since you are not collecting CP directly, you are gaining enlightement, which will in turn make your level 50 earn champion points at 4x the rate, once you start playing it again.
