Clarification on one part of 1.6

They mentioned that buffs will now only stack up to 2 times, depending on the buffs. But, the example given was using 2 skills. I'm curious if this also applies to armor set buffs and enchants?

I'm really hoping it's not, because if it does it seems like it would really limit builds and completely destroy things like glass cannons where you're stacking up damage buffs on armor and enchants at the expense of more survivable buffs. If so though... I'm really curious as to why?

    What I understood from watching the latest ESO Live is that they were only talking about active-skill buffs, though nothing is certain. I'm guessing we really won't know until we're able to have a look on the PTS for ourselves.

    The passive buffs like "Adds 8 spell damage" will probably stack, since they increase your stats all the time on your character sheet. I'm not so sure about the active buffs that only proc on specific situations and increase your armor or spell resistance or health regeneration.
    We'll see with the patch notes and on the PTS ;)

    Hopefully it's not too bad. I mean I think people could live with not being able to stack active skills up to absurd levels, but the set buffs and enchants... I like glass cannons. I spent a lot of time figuring out an armor combo that would give me 3 different bonuses to wp damage-- and that actually I liked the look of. I also use the enchants for the same stacked effect, and will chug a potion now and again. But to me that's not unbalanced, because I've traded survivability for damage. That is what balance should be. If that changes, frankly even just with the armor sets... Then you're basically saying by choosing to use an armor set that gives me a shield or damage buff, all the skills that give those are also now useless to me.

    And what's more, no one is really going to shine at anything. Youre just basically nerfing the hell out of damage while greatly increasing the armor/spell resist with armors. The end result will be 20-30 hit slug fests just to kill anyone.

    Does it work this way with cc and other debuffs as well? If I use a skill that reduces armor, follow it up with an enchanted sword that reduces armor ( or another skill that reduces armor), am I just wasting resources? Are they not going to stack?

    Frankly, it seems a little late in the game to be completely abandoning your system and replacing it with a new one. The whole situation is a bit frustrating.
