I noticed among the list of races, Imperial is given a separate symbol. I can remember being able to create an Imperial in Skyrim, and I believe ES games before. But, for some reason, I cannot select this racial option in ESO. There must be a good reason for this ...

✭✭✭✭✭You need to purchase (or upgrade to) the Imperial Edition of the game. You can do this via your account page. This lets you play as an Imperial and you also get some additional pet thing too.
Best thing though is you get an imperial horse for each character (buy it at the stable for a tiny sum). This saves you an utter fortune in buying a horse for each character - espcially if you have 8 alts like me. This was the one and only reason I upgraded to the Imperial EditionShunrr's Skooma Oasis - The Movie. A housing video like no other ...

The ability to create Imperial characters belongs to the Imperial edition of the game.
With this edition you can create Imperials, buy a horse for 1 gold (as many times as you like, it's a base horse but it is cheap) and convert most items of gear into Imperial style (but you get original racial stone if you deconstruct).
Word of warning, the ability to create any Race for any Faction is NOT part of the Imperial edition, it's belongs to the pre-order Explorers pack.People believe what they either want to be true or what they are afraid is true!

✭The Imperial race is fantastic and the ability to start out with a horse albeit slow as thick southern style gravy. Well worth the money. My account, after 1.6 prep, now runs 6/8 Imperials.
