Veil of Blades does not upgrade correctly

I leveled this Ultimate from I to II. You can see by the screen shots that level I does 115 magic damage per .5 seconds, and when raised to II, it only does 114 magic damage per .5 seconds.

neueregel✭✭✭Well, I understand, but none of the above applies. I was in the same zone, Riften, food didnt run out, and hadnt used anything to boost my skills prior to upgrading. These screenshots were about 2 minutes apart.Are you not entertained?

That was it... when my first bar is active, I receive extra bonuses for the NB Abilities. The second attack bar uses a different weapon and abilities which apparently are not as potent as my 1st bar set up... There is always an explanation....I did just notice something though looking at the pictures again. In the first, I am holding my dual weapons, the second a resto staff...
