When I started here with the first character to reach it I went east. I found and saved Galerion. When I returned to the City it was, and still is, empty (because I haven't gone west yet :) ). I had gotten to a point where the Sorcerer was feeling boring so I'd switched to my Templar Healer who is a great deal more fun.

So I reach Coldharbour with my Templar and listening to the Groundskeeper headed west. I finish the Library, the Tower of Lies and free the Ayleid King. I return to Coldharbour (albeit with an odd bug in the Fighters Guild) and find the Hollow City now has residents.

I guess I'm taking the Sorcerer west if I decide the Templar is getting boring :D

    Regardless of whether you go west or east first, the Hollow City gets restored after you rescue approx. 15 people from around Coldharbour, either through side quests or by saving Fighters and Mages from daedra.

    Each of the side quests you do in lower Coldharbor will repopulate the Hollow City a bit. It's really neat.

    Hmmm.... I guess I have to have my first character do more :D. Maybe after the Templar finishes Molag Bal ;)

    What is also cool is how many people show up to the final meeting before the final battles up North. The more you rescue, the more you see.

    Actually I really do think that the term "Spoilers" is overused and that some people that use it are being "princesses". Either that or they have amazing memories and aren't concentrating on the subject material enough.
