Concerning the bug using/abusing, it seems to me that there are two kinds of players:

1. They search actively for broken things and use them to their Advantage.
2. They try out a new feature and realize that ist very powerful and keep using it since they think they just discovered a new way to play the game.

The point is, ZOS seems to be afraid of banning innocend/unknowing people.

Concerning the limited PvP options, I think this as mainly to do with the age of the game:

ESO is not aimed as a competitive game, so PvP is not as high as a priority as most MMO players are used to. This means that features which are usually standard for a MMO take more time to get implemented.

In the updates up to now nothing concerning PvP was added (except fixes, which i do not count), this is because there wer many other features which were considered to be more important, because it was requested by a fairly large part of the player base (i.e. adventure zones, auctionhouse).

The coming updates, will however have quite a big effect on the PvP environment on ESO:

1. New AvA skills
2. Justice System (it is not primarily PvP, but PvP will certainly be involved)
3. Imperial City

In the end i think we just need to be a bit more paitient and give them some time to add more variety to the game. Which they are certainly doing, and also at a rather fast pace, in my opinion. It might be buggy but bugs are also content. :P
