am I seeing this correctly, I have done all the usual tricks when my launcher thinks it wants to download the entire game again....deleting the launcher version, closing re-opening etc etc...but nope...it really want to download the whole game again, is this ANOTHER un-anounced crazy patch or is something wrong on my end???

Maybe try stopping the download, re-starting the launcher and hoping for it say Repair instead of Update. I think it was something like that.....1 -

Razzak✭✭✭✭✭Yesterday, my launcher decided to forget my version, again, and wanted to make me repair it, again. After Black Sunday several weeks ago, I don't run repairs on or before weekends. I would not want to be stuck with another version discrepancy, again.
So I am running my ESO directly from .exe for now.2 -
