As they have found out, balancing PvP is a tricky issue and each change has repercussions, so they have been trying to move carefully. On top of that, getting the Imperial City ready is a huge undertaking. Not to mention that with the Justice System coming, there is going to be a manner of PvP outside of Cyrodiil.

Joining a PvP campaign as PvE player gives you the bonus of PvP buffs and the notifactions about gates opening and scrolls dropping is the price you pay for that. There will always be more PvE updates because there are more quests/things that can break. Also, while class skill and weapon skill changes are listed under PvE, a lot of them were made because of PvP balance, not because of PvE issues.
What kind of PvP content would you like to see? More locations to fight over? New siege weapons? Having the Imperial City be a purely PvP zone? A separate area for small scale PvP or duels?
The PvP content is essentially created by the people who play it, with the tools provided by the game.
I'm sure they could add some more people to their PvP team and try to push changes/improvements out faster, but it's still going to be a matter of fixing the lag/crashes first.

I want to see AP worth something. So I can buy gear equivalent to that of PvE armor.
I want each of the keeps to look way different and unique. Some will have a more magical feel inside them and other will have a more evil feel.
I want molag bal and daedric influences in Cyrodiil since that's how the game was advertised; three factions fighting against each other AND molag bal at the same time. It would also be cool if alliances could claim PvE questing towns and they would be as easy to take as resources, then the alliance can port to it. This would make faster PvP and make up for the lack of forward camps.
I want the Imperial city to have dueling as a way to make money by PvPing. So I can duel a friend and bet 10k gold I win and either come out of that fight broke or twice as rich and have fun at the same time. Having leaderboards for dueling would be awesome also.
I want owning the imperial city to have an effect in PvP and not be pointless. I would like there to be daedric artifacts kept in the imperial city white gold tower that are OP and have special enchants or set bonuses. When a player logs for 5min+ it is returned to the imperial city for someone else to go claim.
I want barrens of keeps; ex. Player with the highest AP on leaderboard that helped claim that keep will be a barren of that keep and get a special costume and emperor buff but 4x as week and they only get it while around the keep.
I want the current emperor to be able to hand pick players who will be part of the emperors elder council and they get buffs when defending the elder scrolls (only behind scroll gate).
I want PvP to be more immersive and look like a daedric invasion; more dark anchors EXCEPT with big bosses that are equivlent to vet mode group dungeon bosses and these have a chance to drop when a keep is under siege and kill people there. I want imperial guards patrolling the roads carrying torches and giving out quests to PvE players in PvP since there already is PvE content.
Hell eventaully I would like to see an Imperial alliance eventually (all races can play in it but fight for imperials) They would only be able to port at the white gold tower and would work with the deadra. They can't claim keeps/take artifacts that I talked about before but but can fight any alliance and if they get a killing blow on the current emperor they become the emeperor and steal his/her buffs and only with an emperor can they claim keeps. When campaigns start it starts off with all of them as imperial keeps and the imperials/daedra can defend them and they have dark anchors on them.
I want lag to be fixed.
Now I know how I sound.. "I want this, I want that" I know people don't get what they want. I know all this would take forever to be implemented. This level of PvP and gameplay would make it so I never leave Cyrodiil. Some of these might sound like *** ideas and some might not. I just want Cyrodiil to feel alive again and have more PvP.

I think those are all great ideas.
About the gear, I don't know that the PvE gear is that much better. I have friends going to Cyrodiil to get enough AP so they can buy 'PvP sets' they can use in PvE, so it's really a matter of opinion.
