Well it looks like Motion Frames, I used to use it with my healer, but it stopped working a couple of patches ago, and I haven't been able to sort it, last time I checked it still hadn't been updated.

Shame as it was a useful add on

that is an awful picture. but you may want to look into GGframes. nice addon for party/raid frames and player/target frames.
