Provisioning Hireling: RNG, Bug or Working as intended?

I have an alt that does nothing but collect hireling stuff and I am sure I am not the only one. I had a look just now at what she has and she has 34 grapes, piles of hops, 4 tomatoes and 0 oats. I haven't taken anything off her since the last time I took everything. Are these numbers typical? Drinks are worthless as far as I can see and I am wondering just how rare these tomatoes and oats are supposed to be?

    Its a constant complaint about the provisioning hireling. I am not sure if it's RNG, bug, or intended, but that hireling is next to worthless.

    It's been broken for quite a while. It's a moot point now and they aren't going to fix it since there is the upcoming Provisioning revamp where they are supposedly going to cut the number of Provisioning ingredients in half.

    I get tomatoes and oats once a week, sometimes tomatoes twice. The other days are hopsand grapes. been that way for me for at least the last 2 months.

    I have 6 3/3 max hireling mails twice a day. I have over 3 stacks of tomatoes and over 3 stacks of oats built up. If you don't have at least two points in provo hireling mails you won't get tomatoes and oats. Other than that what drops is totally random. I keep all the stuff that drops on a provo alt that has all my recipes and such. I got through once a week and delete the multiple stacks of common materials like hops that have built up. For the common stuff I only keep a full stack plus one that is filling. I use 115 inventory slots out of 160 on that character just to hold provo mats. So the revamp will be a welcome relief if the don't scroo the pooch like they do on every game system "upgrade."

    You know, why does everyone say drinks are useless? Personally I would rather use drink for faster recovery than food for pool.

    Anyway I gave up on hirelings a month ago when I realized that I get better varieity for what I need from looting.
    As a casual player I was satisfied that at one point I had a char max level and near max crafting with almost all motifs and I pretty much lost interest. Then ESO discovered DLC's and now my main is just a wanabe and I am happily pulled back into the game.

    Food buff is preferred over drinks because magicka damage increases with magicka pool. When food and drink buffs are allowed, as planned, no doubt drinks will be used a lot more.

    Not only magicka dmg but stamina pool for both dmg and defense as well as inreased health for mitigation.

    Drinks are really only viable for healers and even then 9 times out of ten food is better.
