just some random ideas for a necromancy skill line the duration and damages not a set in stone idea and open for adjustment input to make them seem fair.
Grasping horde: large Aoe skill does average to low DoT. range = to grand healing. enemies caught in this range are snared 70% by a barrage of skeletal hands grabbing at their legs dealing low DoT also 10-20% chance to set enemy off balance.
duration: 10 secs

Decaying horde: affected enemies have their armor reduced by 4% every 2 seconds
Ravaging horde: Deals increased damage and duration increased +5 secs
Necrosis: all spell based healing effects are reversed on enemy targets in the effect zone for 5-10 seconds. this skill requires channeling for the duration.

Decompose: Added effect reduces amount of healing received for 10 secs after skill ends.
Corrode: Added effect enemies take low DoT disease damage.
Skeletal armor: cloaks player in Conjured skeleton armor that increases Defense ( not as much as bound armor(maybe a small wealker alternative for sorc ) reduces max health by 5% while active.
morphs
corpus armor: added effect being hit with melee has a 15%chance to cause poison ailment on attacker this effect can happen once every 5 secs.
Vampiric armor: Added effect being hit by melee attacks has a chance to recover 25% of the dmg dealt as magicka.
Conjure Skeleton: conjures up a Skeleton minion to fight by your side. skeletons will attack enemies like they would with the summoned familiars. can summon additional skeletons from corpses of dead enemies max 5 skeletons. (skeletons are not as strong as familiars they just attack in greater numbers) as well as they expire in 30 secs after cast.

Explosive skeleton: skeletons will rush toward target and explode( kinda like the bone colossus minions)dealing fire damage.
undying skeleton: skeletons have increased health and summon duration.
ULTIMATE:
Summon Bone colossus: summons a mobile bone colossus to attack enemies at its own digression until duration ends.

Devouring colossus: Added effect colossus when summoned does a large aoe attack that draws health from enemies increasing its own health by the number of enemies hit.
Burning colossus: colossus is now on fire and does an impulse sized Aoe fire attack when summoned, deals passive fire damage to enemies near it and can ignite enemies it hits also has increased damage.
Passives:
Cursed knowledge: increases necromancy skill duration by 5,10, 15%
Black blood: gain 1,2,3 ultimate when using a necromancy skill.
