Different shading and contouring can make a tremendous change in how your character looks. More facial hair options for men would also be nice. Again, moderate cost on this. However, as this will likely involve some sort of access to the character creation screen it MAY need to be saved for later and implemented only as part of my final suggestion.
These 3 (or at least the first 2) things CAN be implemented soon and with minimal effort on the part of ZoS. And they SHOULD do it rather than holding out on us in order to try to wow us with some magnificent all-inclusive system with lots of bells and whistles a year or even 6 months from now. Both are too long. We need access to the above sooner rather than later.
LATER they can implement a more elaborate system where maybe you can take a trip to Eveya (a specific pocket dimension of it anyway) where you can pay an arch mage an inordinate amount of gold to perform a transformation spell on you. Mage begins the spell, you are lifted up and bathed in light... and then you are back in the character creator. There, you may change name, sex, and all physical characteristics. You CANNOT change anything that has a stat attached to it, so no race or class changes. From there you can COMPLETELY remake your character if that is your desire or just do all the minor tweaking that you've been wanting to do to make them more exactly the way you've decided you want them to be.
I think barbers should be able to change hair color. I mean henna has been around forever as a tattoo and hair color, so Tamriel probably has it's own herbs that can dye hair and tattoo skin. No real magic there. More hair styles, beard options, and makeup would be great, but I'd just like access to tweaking the sliders in char gen with what currently exists RIGHT NOW. I have a Nord that needs slightly lighter hair and I don't want to remake the char just to lighten hair color.
The mage thing for more drastic makeovers is a cool idea though. My really tall Imperial would like to take a trip to such a mage to shrink down a tad.

I don't want to have to earn the right to change my character either. Do I earn the right to go get a hair cut or dye my hair or put on make up in real life? No I just go do it. There is no RP reason for this. If it's simply a matter of making it part of the world, well barbers belong in any world, fantasy or not. With all the hair and beard options at character creation, I would think someone in Tamriel would already be doing this RP-wise. In real life we have henna dye, so having herbal hair coloring is also on par with having sheers and shavers. As for adjusting face and body characteristics (something more like plastic surgery), then why not magic? If an NPC in Skyrim can do this, why not have certain wizards trained to use magic to change the body? Maybe I could see this kind of thing being earned, but hair cuts, hair dye, and beard grooming absolutely no reason to need to RP that in, that's just common ordinary stuff that already belongs.
Bring us Barbers and Body Sculpting Wizards!

Too bad someone can't access Character gen to make an add-on like modders did for the solo games. I'm sure something is stored server side so we can't apply changes from the client to existing characters. I'm tired of waiting for this

While barbers should be available for everyday appereance changes in every major city, I for one would have no problem at all with any non-everyday appereance redesign requiring completion of the mages guild questline and gaining access to Eyevera. Or a thieves guild questline. Or its own questline for that matter. Just add the existing creation engine to the character selection screen. It is not something they need to reprogram or design. Quit trying to make it creative. Spend that time fixing the current issues.

And that non-answer is no longer good enough and needs to be updated. As a roleplayer I find it kind of insulting actually. RP mechanic and I have to "earn" the right to a new haircut? Um...not much is RP about that. That this guy would say we have to have some sort of RP around something like this when we still can't sit on chairs and benches in this game is just a bit ridiculous. Like every other new MMO I've seen, a ton was promised to the RP crowd and precious little is ever delivered.

Additionally, he throws the term 'RP' around quite a bit at times, but after listening to a lot of what he's said in relation to it I'm not convinced he has a solid grasp of what it core values are in an MMO setting. Which is disappointing, given his position. I'm with you @MornaBaine, there's always a lot of talk, but development talk is very much like political talk these days: cheap.
