Should the end of campaign reward emails also contain AP?

In addition to the gold and gear received in the end of campaign emails, should those emails also contain some AP? If so, how much? Would including AP encourage more players to take an active role in improving their faction's standing in the campaign?

it would reward players in groups that do nothing but sit at the back and yell at everyone, but it would also be a reward to the people that consitently participate in PvP.
