Cannot use Flying Blades on My Bow Build

Maybe someone can enlighten me and explain why I cannot use Flying Blades as an option on my Bow Build. Flying Blades will only work on my Dual Wield Build.
My Bow Build is as follows
Incapacitate
Reapers Mark
Flying Blades (Will not work on this build)
Venom Arrow
Lethal Arrow

✭If you don't have blades in your hands, it's hard to get them to fly.
Because it's a dual wield stamina skill, you need to have the weapon in your hand to through it. If it was say, ambush using magicka that's a different story.
Stamina skills = tangible, in your hand stuff.
Magicka skills = well, they are magicalBeen here since Feb 2014 - You'd think I'd be half reasonable at this game by now...

It kind of makes sense, especially when the morphed armor skills are only benefited by actually wearing the armor type. But the base armor skill can make sense... If I'm a really dodgy person in medium armor, I might be more capable of dodging something in heavier armor than those who didn't spend a lot of time tumbling around in medium armor.
