NPC's not speaking during convo's... known bug?

None of the NPC's move their mouths during conversations, I noticed watching a vid from youtube 1.5 pts that this was an issue but is this still ongoing or an issue with my install?

I've noticed that, but it only tends to happen right after I load the game. So I've generally assumed that it's just the sound files taking a moment to load in correctly.

When are you noticing it?

It's happening all the time with me...

It's not the sound but the animation that's the issue.

Oh, I totally flipped your post in my head. I've been having the exact opposite issue: moving face but no sound. But again, that's only at the beginning. I'd try submitting a bug report in-game.

It has to do with the new face animation in Update 5. ZOS knows about the issue, but they DO NOT know all the NPC's that are affected by it. It is best to report to ZOS via the /bug command.
