If you do not complete the silver/gold, you are gimped because you lose out on so many skill points. Personally for the VR ranks/after Ball I would have liked to see something like returning from coldharbour and then going to help your alliance go back to preparing war for Cyrodiil.
I really think the tie in of Cyrodiil to the main story was weak at best. Sure, you ran around the country side and brought your alliance together. But then you go fight Molag Bal. The alliances already stated they were not helping you fight Bal because they didn't want to leave Cyrodiil undermanned.

I think what would have made way more sense for after you defeat Molaf Bal is that you have to go back to Coldharbor and now RESCUE all the souls there! Of course that means revisiting a zone you've just spent a lot of time in leveling TO 50 but say that you "rescue" someone from AD and you're DC... and you have to take them back to their family in AD. This would allow you to explore the other zones and get to see them...and still keep all the 1 to 50 leveling content for another character that you actually roll to be part of that alliance.
But that is pretty much exactly what you are doing...it's just someone else's low level stuff only...harder.I like it as its nice to see the other faction's story without going through all the mundane low level stuff again.
