Taunt, as it stands right now, is broken. But even before 1.5 people could over-taunt mobs and be unable to pull aggro. In my opinion this is not how taunting should work. This game has over-complicated the simple act of pulling aggro to the point that it just doesn't work very well anymore.
Taunt should be simple and straightforward. Taunt the mob, it aggros on you. Taunt it again before the taunt runs out to refresh the taunt. End of story.
I understand what some people might say to counter this, "if that's how taunt works then people could just taunt a boss back and forth and then not take damage." Maybe that's true, but against bosses like the mantikora it makes no real difference. The sheer mechanics of the fight ward against such a tactic, and against most other bosses, such a tactic would be counter productive.
Devs, please for the sake of all of the players, just make taunt simple and straightforward.
