I guess for NA server it would be for their central zone (they have 3 different ones from coast to coast, if I recall correctly) and for the EU server it would probably just be GMT.

I would like it if weather actually had an effect on game play.
Ever tried to walk through muddy areas. It's difficult. And after a time the mud sticks to your feet like cement. Ever climb or decent a hill in a downpour? Staying on your feet is not easy. Seems there could be some way of making folks "less responsive" when switching directions when it's all wet. Maybe stopping on a dime could be next to impossible. Should perhaps move slower when in the snow etc.
Would it be cool if weather effected some spells? Like fire might be less effective in the rain but electrical more so. Poison maybe less effective in the wind but more so when it's still after a rain? Ice more effective when it's snowing etc? I don't know. I think it would be interesting to have combat and abilities effected in such a way.
Using weather effects might even open the way to enhancing or developing some racial passives as well. I mean Khajiit have clawed feet. Good for gripping turf but not so good on paved areas. Argonians also have tails I imagine they could use for support and balance when conditions are bad.
You don't even have to limit things totally on weather. There are a variety of terrain features like lakes, ponds, creeks, standing pools of water, deep snow, hills with steep inclines/declines that could effect how fast you move depending on race and armor types etc.
Great Idea and observation OP. This type of focus could add a great deal to immersion and a randomness to PvP that I think would go far in keeping things interesting.

Good idea, I say. What I think is that Cyrodiil should always be under a lightning storm. Lightning strikes randomly, and anything struck by it dies or breaks apart. Like people are killed by the lightning if they get struck, siege weapons are destroyed, forward camps catch on fire.
If your group is bigger than 6 members gain 75% damage reduction.

Personally, I don't think they should take the weather changes THAT far. I mean, I only want it to be mostly a visual hindrance (trying to spot a mob in a very dark thunderstorm) or visual pleaser (oh I love blizzards!).
At most I would expect weather to allow for buff/debuffs for weapon types. Like, for instance, rainy weather decreases the damage of inferno staffs and but increases the damage of lightning staff. Or how extreme weather conditions (i.e blizzards/super-hot dessert climate) may slow down striking time for melee weapon users.
But other than that, the changes that are reminiscent of frostfall will likely prove to annoying/tedious for the average player to deal with. Like...a lot. I honestly don't think Zenni will have the gall to even try that.

TBH I am killed by skill hang, weapon swapping hang, server freezes, ninja stealth NPCs phasing, etc. I think being killed by the weather wont really bother me half as much. One I expect...the other I don't. Could also have a weather damage toggle ? It is purely for you if its detrimental or not.
I would love weather effects to be more visible. Like heavy rain/snow/fog. Immersion is a pretty big selling point of this game, and weather effects play a big role in that. Someone from ZOS, please atleast tell us you're considering or planing better weather effects for the future.

So when I raise my staff to attack a NPC, I might get hit by a lightening bolt?
