There are problems from both sides. Trying to use it has major issues in that it doesn't activate at times (your character makes the action like he/she's about to throw out the chains, but nothing happens) while other times it can work just fine. It's obvious that there is something wrong with it.

In PvE you can use it to pull mobs under you banner. In PvP when you pull somebody it grants them 6" of CC immunity thus they are free to walk out as they can't be CCed with Invasion or Talons for those 6" after.

It's prime use in Cyro was to pull people off the walls. Since that has been been removed from the game, they only people who use it are the ones how think it looks "cool" or is "funny".

It's a gimmicky, buggy CC with limited usability and most DKs don't even have skill points invested in the skill at this point, and that's the real reason why you don't see it being used.

Really, now that makes sense because at the time we were fighting in the hills between Sejanus and BRK. It is entirely possible that I got pulled into the ground (the DK was above me, elevation-wise).

But yeah, nothing short of a full client restart would fix it, either, so whatever is happening is permanent for that instance of the game. Weird.
