This is an confirmed bug with an max xp cap who is set to level 50 not your veteran level. This was not fixed in this update
And no it does not make sense, if they want a grind to max level put it from VR10 to 14. That people understand.
I suspect they want to make leveling from VR1 to 10 a bit slower and VR10-14 faster, they have reduced the VR10-14 xp demands.
As you earn xp not veteran points you also get xp for exploring, chests and other stuff. Most also do dungeons, pvp and farming.

I'd cut it down to half and call it a day, so we can choose what we actually want to level on instead of being told we need to "rethink the way we level" aka group grind in Craglorn and do repetitive Undaunted pledges and other crap we don't actually want to do.

I'm VR3 and received around 10K XP last night for turning in a main quest in my faction's VR3 zone. If the XP return is capped at L50 (AKA VR1), would there really be much of a difference between that and VR3 if it were uncapped?
I guess we'll find out in the next patch.

I don't think they are ignoring so much, as they are stalling, during the transition from Veteran Ranks to the Champion system.
It seems like they needed to throttle the amount of XP acquired by VR level characters, in order to prevent large gaps between the player base, post conversion. The VP needed to level VR was non-linear. But, continuing that same model with XP and Champion System, would have led to a greater disparity, for example, between a VR13 and a VR14 character, after the conversion. They probably could have fixed it by putting progressive limits on existing VR characters after the final phase of transition. But, that might have resulted in some players feeling like they got cheated So, instead they just throttle everyone during transition to try and smooth out the curve.
The problem is, they didn't (and couldn't) adjust the level of difficulty of the PvE mobs, to match the new slower XP curve. If they attempted to adjust the mob level down, to match the rate of VR increase per zone, then many existing VR players would suddenly be outleveling their current track.
I bet they've had more than one meeting to discuss this, and concluded they just needed to bite this bullet, and take whatever lumps they get, as a result.
The best they can hope for, is that disgruntled VR players roll alts, or replay the now dynamically leveled dungeons, do crafting writs, etc., until they can complete the transition.
Or, they just keep playing the existing VR characters, and struggle to compete against content that is ahead of your level.
Either way, as long as you don't unsubscribe, the plan works.Because no matter what, people have a fixed budget for playtime. And, now whatever those VR characters are doing during that time, it will be at the new adjusted XP rate.

Bah bah bah bah bah -- you don't seem to get it -- players are not worried about the champion crap that may or may not ever come -- and how much they will screw that up when it comes -- they are concerned about the fact that they cannot lvl now. Games have bee destroyed for far less of a mess than this and the longer this is not addressed the more players they will loose. They need to lesson to the player for this is a big deal and trying to get player back is next to impossible.

I do indeed "get it". And, I agree with you. My reply was about what I suspect is the reason they chose to do this. Not a rebuttal of player's sentiment. You, myself, and others are frustrated by these changes.
What I think most people fail to realize is that the implications of these changes are likely understood by those making them. And economic business decisions are always a major factor. Some existing VR player subscriptions might be cancelled. But, how many of those would have been cancelled soon anyway. And, how many new players will they hold a little bit longer, with the new system?
These people aren't "dumb", or "naive". I understand they make mistakes (some weeks more than others). But, when they make these changes, they already know it is going to *** people off.
