The Scaling: Undaunted vs Regular - An Idea

Why not make the non undaunted instances regular scale (with regular loot drops) - for people who like that or have not done the Achievements yet, etc.
Then just the Undaunted instances can be scaled to whatever and have the special drops, etc.
