Unlimited gold I flat out disbelieve, as they were able to track this earlier in the game to ban gold sellers. We know that they were able to tag this, and there is zero evidence for rampant market inflation, which would be caused by such people bidding up high-end items.

We understand that reporting people for cheating and exploiting only to receive the same response each time can be frustrating. We assure you that each case is investigated thoroughly by our Terms of Service team, and if necessary, the appropriate action is taken.
That said, we will not discuss the results of the investigation nor the standings of another player's account with anyone but the affected player. As we do respond to all submitted tickets, and there is nothing further to discuss when a player is reported, a standard text is sent to thank you for your report.
We appreciate all of the reports we receive and your assistance in improving the ESO community. If there's any other way we can help, please let us know.
