It's been something most of the community has been annoyed about since release, that while a gate is locked it's possible for enemy factions to be behind the gate screwing around and placing camps.
ZOS could easily stop this kind of behaviour from the game by stepping up and deeming something I doubt they intended an exploit, instead we have had several band-aids in attempts to alleviate the issue and deeming it a "grey area" than stand up and state it's not something intended and abuse will be punished.
Maybe I am wrong @ZOS_BrianWheeler and it's fully intended mechanic that a group can place camps behind a gate hours after it was closed in order to death-port their entire teams there.
Once there they can leave with the scroll or in the case tonight wait for moments before a score evaluation to pick the scroll up and lower the score count.
I'm fully aware that the AD players involved in this will be relishing in our annoyance, as that's the reason it's being done. I had started to gain a lot of respect for the guilds involved their organisation but it seems that their interest lies more in trolling than trying to create an enjoyable campaign for the entire community.
