public dungeon quests

Is there always 2 quests in a public dungeon?i can only find one in obsidian scar.

There's always a challenge that awards a skill point, and a quest. Don't remember beyond that, but I don't think there's more than one usually.

AFAIK Obsidian Scar is the only exception.
