Rally on 2H will heal more viably in 1.5. It heals now, but only after 20 seconds or something like that.

You can always attack us PvE'ers in Cyrodiil who don't bother to maintain an alternate armor set (impen is mostly a waste for PvE).
Also, in my opinion the crit chance system is broken (e.g., a 50% crit mitigator against a 50% crit chance doesn't give a 0% crit chance - it gives 25% crit chance). Maybe someone at ZOS will figure that out too, and fix it (and some other equally or more broken "statistical" issues in the game).
Sorry - I was unclear in my wording of the example. I explained how I think it "should" be, not how it works in ESO. 50% crit mitigation against a 50% crit chance results in an overall 0% crit in ESO. However, statistically it typically makes more sense for it to be an overall 25% chance. But it is their game and they can imagine any kind of statistics at work that they please - even if it results in imbalances, and in some cases, "nonsense". Nah I don't think thats the case. I do run full impen in cyrodil never get crit hit, except by stealth hits of course. not enough people have their crit chance above 60%.

Hes saying thats how it works now, in 1.4. In 1.5 it will heal a bit every 2 seconds, the end heal of rally is like 2x better and you can get a varied strength instant heal by reactivating the skill any time during the duration, and the base skill lasts 33 seconds at rank 4.
Momentum got the best "baby step" in the entire weapon line.
