The only times a group I've run with has done it, it was for one of three reasons:
1.) The game was bugged and no one could return the scroll.
2.) We wanted to make sure everyone in the group had the quest, including the scroll carrier, who may have had to run back to base to turn in a different scroll quest first.
3.) We got attacked, dropped the scroll, someone else picked it up, we attacked them, they dropped it, we picked it up again, etc.

(Confirmed via ingame support ticket)
Definitely reportable and is against TOS/EULA.
"Spam in this case is defined "as the intentional dropping of a scroll for the sole purpose of generating multiple notification messages to an opposing alliance and exploiting the intended system to do so. This is considered manipulation of the player notification message mechanic and if being done intentionally, falls under our harassment, spam, malicious misuse policies. All reports will be investigated fully."2 -

Good luck proving this unless you have video of them standing around dropping the scroll for no reason at all for an extended period of time.
Even then, seems like it might be hard considering they could just say they were making sure everyone had the quest.1 -
