What gives? Ultimates not charging up?

I played most of the evening last night, and found that my ultimates remained at approximately a 90% level without moving. This was particularly painful when I faced some formidable bosses :s . Perhaps this isn't the right place to post this, but I was really hoping to gain some insight, since I'm still befuddled as to how ultimates charge up in the first place.
Some guildmates suggested that this happens when you're approximately 5 levels above the zone's general level, which was actually true for me. I really can't help that though because I'm somewhat fastidious in trying to do everything, and I end up leveling past the zone, and, of course, this stacks up as you move further up through the zones.
So I guess one thing I'm trying to determine is whether this is a purposeful mechanic, or is it a bug.
Just a side note, my ultimates did charge up all the way when I went up against some daedric invaders (you know, the dark blue cloud thingie that occurs from time to time).

    As above, it was because your level was too high for the mobs you were killing.

    It's a deliberate mechanic.

    If you are more than 5 levels above the mobs you are grinding, you receive no XP, no gold, no ultimate gain, and no loot (except for hides).

    Man, that's sad. So us slowpokes who like to do everything, explore everywhere, and really absorb this beautiful world pay a bit of a penalty for doing so. I guess I'll just have to collect those hides and make myself a pauper's robe :'( When the justice system comes out, and you see me begging on the streets of the Imperial City, toss me a few coins rather than robbing or killing me.

    There are other ways to charge up your ultimate i.e. using skills like a dk or charge it on mobs that are within 5 levels then complete the quest saving the ultimate for the boss. Its really not a big deal with a little planning.

    Just don't waste your ultimates on mobs you can easily kill.

    I remapped my ultimates to "6" on the keyboard for just that purpose (I kept accidently wasting it when gathering mats).

    In a fight against someone you want to use the ultimate on, it builds up quite fast, and you can then use it wisely.

    at veteran rank 12 I still get loot and ultimate points from level 45 mobs, so At least for now the difference doesnt affect veteran levels

    That's because you are level 50. Veteran ranks do not advance your character level.
