Have you wondered why ZoS gave us a second 30 day Vet campaign and then staggered the start of it?
All this has done is made AS [EU] a buff campaign for the smurfs. Everyone is still fighting away on Thornblade... and queuing.
I haven't seen a reduction in queues since AS came online, well maybe for a week or two and then everyone came back to Thornblade. (God knows why, the lag can be crazy!)
Though in Thornblade's defence, it is turning out to be an awesome campaign and very close between the 3 factions... but I still don't understand why they staggered the start of Azura's Star?

✭Well all pact guilds are on Thornblade as you may know. So, it is getting imbalanced on other servers and randoms are going where there is action.
it should be working like this : you can't access the campaign when the limit is reached unless your guild is registered on this particular server (and has extra slots)- something like that was actually announced before the release. I guess they didn't manage to make it happen or maybe there aren't enough pvp players for it.
