Justice System Predicitions

I was looking at another thread and had the idea I wanted to put my predictions for the justice system out there:

-Based on a poll with a lot of votes, I've pretty comfortable saying that the split between Outlaw and Enforcer will be pretty even.

-Day 1 of Live launch will be utter chaos. There will be more death in the cities than when the Knahaten flu swept through. (NPCs and players alike).

-Cyrodiil will probably be virtually empty the first week.

-Guilds biased as one side or the other will pop up.

-At least a few of these guilds will become organized.

-There will be player guards posted in cities patrolling from organized enforcers.

-A few of the organized outlaw guilds will end up working like thieves guilds/dark brotherhoods/ mafias/ect.

-Organized outlaw guilds will likely form up raids on cities.

-Some enforcers will act as bounty hunters.

-Said bounty hunters as well as likely some guards will be posted up/ patrolling near known outlaw safe places.

-PvP builds will become more prevalent in PvE areas.

-I suspect bands of supernaturals, particularly werewolves will also raid cities, though not nearly as frequently as other outlaws.

-I thoroughly expect a great rise in the number of complaints that X class is overpowered. My guess from the things I've read will be one dragon knight stopping whole groups of thieves, reflecting the PvP complaints.

-Medium armor will be at an all time high use for sneak bonus.

-The number of Khajiit and Bosmer will increase quite a bit, again for sneak.

-Burst dps will grow due to outlaws wanting to be able to kill quickly and get away.

-Tanking will grow thanks to not wanting to be killed quickly

Can't think of anything else at present, but this should be a good start.

    What if pvp bounty could only be activated outside cities? Inside only guards could caught you.
    This would free the larger last zone cities of lag and total chaos.

    There would be a perimeter of enforcers waiting around the city,where ever the line was drawn for people escaping the npc guards (were this the case). Much how I expect this around the outlaws' safehouses.

    Here is my prediction:

    - Everyone will simply leave the flag turned off, and nothing with change, and the feature will be a flop.

    I suspect a lot of people will do this. My wife I believe plans on doing this as well.

    The justice system has a lot of things working for it though. Many people have been screaming for global pvp. Likewise many people have been wanting to be able to steal and get into mischief like in other TES games.

    This kills two birds with one stone. Unless they completely botch it, I can't see it flopping.

    I forgot to nudge in my concern. I'm hoping ZOS will find a way to safeguard against this. I worry that what we will see is a bunch of VR14 enforcers patrolling low level lands trying to get easy kills.

    Even if they aren't "rewarded" much like if they kill random mobs in low lvl areas, I don't suspect this would deter them. Of course likewise a bunch of VR14 outlaws might roam the lands too, turning the early areas into battlegrounds.

    I will be standing there wondering why I made the cities safe during a quest as I watch all the NPCs getting killed.

    Then I will walk away and try to find a crafting hub that does not have this nonsense going on. If I fail in that, I will probably stop playing the game until it settles down.
    Enjoy the game, life is what you really want to be worried about.

    This.^^ Having characters that are neither cops or robbers, I'll be taking the wait and see approach as to how all this turns out.

    I might use a non important alt to test the Justice system but I will keep the flag off on my main.

    Agree, I think the first week will be very messy, probably a few hot fixes and a lot of fun.
    Hopefully we can iron out most of the bugs while its on PTS.

    I don't usually do the PTS, but in the case of this, I might. There have been a number of times I've thought "they can't possibly mess up ____" and some how they managed it. Although from reading the experiences of others, I've seen a number of times where a major problem was noted in PTS and they push it live anyway, then are surprised that there's a problem they have to hotfix quickly.

    As long as we can toggle it on and off I'll be fine with it. Sometimes I wanna do random things this, but others I want to be able to go through a quest without worried about being killed because I hit e and picked up a belt instead of talk to an npc.

    You forgot to add all the extra QQ threads about how the game isn't balanced 1v1, and countless nerf everything threads.

    They implement it. It doesn't go perfect. Forums light up with QQ fix it now or everyone will quit, they fix said problem so people move to the next reason to threaten Zos and show why everyone is quitting in droves and why this game will fail, more QQing and threats then a month in justice system works correctly and people complain and threaten to leave during the next content patch.

    Hah. I was trying to be polite and PC, but I basically covered it here:
