What is the blue weapon buff thingy?

I see a lot of bow users running around with a bow that glows blue. Many of these guys are NBs, but I can't say for sure and I just really want to know what skill it is so I can find out why it's so good and I see so many of them. Any help?

Camoflauged Hunter. Its from the fighters guild skill line. It adds damage against vampires. That morph makes it so you do more damage from stealth on them too.
