Glyph's broken?

Hi, I was wanting to know how glyphs work with gear! I can not up grade my gear glyphs. and some of them are only adding 45 when the glyph say's 78 for white and 97 for the legendary. Picture to show what I am talking about.

✭Go back to that screen in game that you took a screenshot of and then hover the mouse over the before and after picture (the two items with the arrow in between). You will see that only a helm, shield, chest and legs get 100% of the glyph and all other armor slots get 40%
So an armor glyph with 97 will add 97 to the 'major item slots' (helm, shield, chest and legs) and 39 to the 'minor item slots' (gloves, belt, boots, shoulders)
It does say this in game, but only as a tool tip (when you hover the mouse of the right spots) and it is easy to miss.

✭✭Chest, legs, shields, and I think head get full amount of glyph enchantment. The other armor pieces only get a portion of the enchantment. It's been this way since game release. Nothing broken here. ✭✭✭✭✭For the glyph there, you might want to make sure it's level range matches your gear. Glyphs will show a 10 level range in their tooltip, like 10-20, or 35-45. If the item is outside of that range, it can't receive that glyph.
At VR ranks it goes in 3 rank ranges. So if the glyph is for VR 7-9, and your item is VR14, you can't use it on that item.2 -
