1) You have to be a member of a guild. You can list your items by visiting the bank where you can access all of the guild stores of which you are a member of said guilds. I would add that if you have a valuable item, sometimes patience will pay off. Stuff that costs less than 1k is no big deal and you can price them to move. But if you have a big item, it's possible to wait it out and earn a larger profit.

AFAIK, it's whatever you want to list that goes into the store. At least the guild that I am in that had a Kiosk was that way. I just listed whatever I wanted (after checking to make sure there was a not already a bunch of what I was selling listed) For sure the prices were higher for that week than in my other guilds, but that's supply and demand.
Weirdly enough I sold one of my purple recipes in a non kiosk guild store and not the public store (and it's the one that needs tomatoes so it has the highest value usually)

Each member of the guild has 30 slots in the store and can list whatever they want at whatever price. This is per guild, so if you have 4 guilds that have stores, you get 120 slots total.
It is not necessary to have a guild trader. Active trading guilds will sell a lot internally as well.
I second the Shopkeeper addon. It's very useful.

This topic is from October 2014, ESO on consoles was just a rumour back then.
You can use Tamriel Trade Centre to get an idea of prices on consoles, but it only tracks sales players have submitted, so it may be inaccurate. But since the game itself doesn't offer any way to get average prices or info on recent sales (except looking through your guild's history) and addons aren't permitted on consoles there isn't a way to get that data automatically.
The other option is of course to ask - either ask in chat for a price check, or offer it for sale at what you think is a reasonable price and see what happens. But then you run the risk of the people answering either not knowing or lying to try and get a better deal.
