Since dungeons will scale, can we queue for them in the finder at any level?

So dungeons are going to scale up to the group leader's level. Does that mean we will be able to queue for them once we meet the minimum level?

    I don't think this is how it will work.

    Just imagine, you are level 50 and queue for banished cells. Everyone in your group would now face level 50 content or you would face level 12 content if the leader is 12

    This doesn't seem to be practicable.

    the dungeons level at their intended starting level. so Banished cells is a level 14 dungeon and can only go up in levels not down in levels.

    In other words you cant be level 14 and que for a craglorn dungeon or a lv 40 dungeon but you can be lv 40 and que for a level 14 dungeon because then it will scale to the group leaders rank (with in 5 levels)

    ..and obviously using the group finder tool it will match you with similar level players. ...asking in chat for a group no doubt players will be adding their desired level.

    I understood the change so, that they just increase the level range at which you can queue by 2. So that the LFG tool will now list the banished cells as 11-17 and no longer 13-15.

    However,

    I just saw a video from the guild summit (in German, so I wont link it due the language barrier) and the guy in the video said that you can queue for all dungeons and will be matched with players who are two levels higher or lower than you (if they queue),

    So I am not entirely sure what is right now and what is wrong. It would be appreciated if someone from ZO could maybe clear this up.

    Is just the level range of the LFG tool adjusted to two levels higher and lower than it currently is so that a player with level 17 can still queue for banished and not just those until 15 like now.

    Non-veteran dungeons will not scale below the level they are currently introduced, but will scale up to Veteran Rank 12.
    All veteran dungeons (with the exception of Veteran City of Ash) are now available from Veteran Rank 1 to Veteran Rank 12.
    Dungeons will not scale up to Veteran Rank 13 and 14 at this time.
    Dungeon scaling is determined by the group leader upon the group entering the dungeon. This scaling does not change if the level of the group leader does, or if the group leader changes, once the dungeon has been set.
    Item drops will also scale up either to the level of the monster or the receiving player character, whichever is lower.
    For example, a level 28 monster is defeated, dropping an item for a level 26 player character and a level 30 player character. The item levels will be 26 and 28, respectively.
